Purpose The DEBUG_EXTPROC package enables starting the extproc agent within a session and assists in external procedures debugging.

In addition to execute on this package a privileged user must also the the CREATE LIBRARY privilege.

STARTUP_EXTPROC_AGENT (new 19c)
Starts up the extproc agent in the session  enabling return of the executing process PID to attach to the running process using a debugger. debug_extproc.startup_extproc_agent;
