Purpose The package was deprecated in 18c. It used to provide routines to compile all types and reset types during downgrade. Now it doesn't appear to do anything except waste electrons.

Appears intended to do precisely nothing ... as opposed to dropping the package, the synonym, and the scripts that create it which would appear to make more sense given it is an undocumented object. dbms_type_utility.none;
