Which has the higher priority in your organization: Deploying a new database or securing the ones you already have? Looking for a website, and resources, dedicated solely to securing Oracle databases? Check out DBSecWorx.
Purpose The package was deprecated in 18c. It used to provide routines to compile all types and reset types during downgrade. Now it doesn't appear to do anything except waste electrons.
Dependencies STANDARD only
Documented No
First Available Not known
Security Model Owned by SYS with no privileges granted
Source {ORACLE_HOME}/rdbms/admin/dbmstypu.sql
Appears intended to do precisely nothing ... as opposed to dropping the package, the synonym, and the scripts that create it which would appear to make more sense given it is an undocumented object. dbms_type_utility.none;
SQL> exec dbms_type_utility.none;

PL/SQL procedure successfully completed.
